The keys to developing a good Storm Water Pollution Prevention Plan (SW3P) and ultimately a readily approvable plan lay in understanding the requirements and how to best demonstrate compliance with them. We'll discuss some pointers from Ohio EPA's perspective that may help make the SW3P process smoother and ultimately lead to a more effective SW3P.

Justin Reinhart is an engineer with Ohio EPA’s Division of Surface Water where his role is to provide engineering assistance to the storm water program. This includes developing and maintaining Ohio’s stormwater manual: Rainwater and Land Development, as well as providing technical help to Ohio EPA staff, the local regulated community, as well as consultants and developers with navigating Ohio’s NPDES Construction General Permit. He has 20 years of experience designing agricultural and urban conservation practices while at the Ohio Department of Natural Resources and Ohio Department of Agriculture before coming to Ohio EPA. He has a B.S. in Civil Engineering from the Ohio State University and is a Registered Professional Engineer in Ohio.

Wesley Sluga​ is an engineer-in-training with Ohio EPA’s Division of Surface Water Stormwater Program. His work involves providing technical assistance and engineering guidance for consultants, developers, Ohio EPA staff, and the community regarding Ohio’s NPDES Construction General Permit and Ohio’s Rainwater and Land Development Manual. Wesley has a B.S. in Environmental Engineering from Cornell University and is pursing a M.S at the Ohio State University.
